Biography

Professor Louis Hugo Francescutti is an emergency physician and health system leader with more than three decades of frontline clinical experience. Based in Edmonton, Alberta, he has built a career at the intersection of acute care, public health and health services innovation, bringing a practical, patient-centred lens to complex system challenges.

Dr. Francescutti is recognized for his commitment to improving access and outcomes for people facing social and medical vulnerability, including those experiencing homelessness, mental illness and substance use disorders. He has championed integrated approaches that connect emergency departments with community partners, recovery-oriented supports and wraparound services to reduce avoidable harm, improve continuity of care and strengthen population health impact.

In addition to his clinical work, Dr. Francescutti is an experienced educator and mentor, known for supporting learners with clear expectations, constructive feedback and a focus on clinical reasoning, professionalism and compassionate communication. He has served in leadership and advisory roles that require collaboration across government, health systems, and community organizations, and he brings a steady, evidence-informed approach to decision-making.

Dr. Francescutti’s work reflects a consistent focus on quality, safety and pragmatic reform, designing services that function in real-world conditions, measuring what matters and translating insights into sustainable improvements. He serves as the Honorary Colonel for 1 Health Services Group for the Canadian Forces Health Services based in Edmonton.
