CCSA’s Response to Health Canada’s Third Legislative Review of the Tobacco and Vaping Products Act

In September 2025, CCSA officially submitted a response to the open consultation to Health Canada’s Third Legislative Review of the Tobacco and Vaping Products Act (TVPA).

This consultation was seeking comments regarding the compliance and enforcement of the TVPA.  Health Canada was seeking comments from:

  • The general public, including people with lived and living experiences of tobacco and vaping use
  • First Nations, Inuit and Métis peoples and organizations
  • Experts in the field of regulations and compliance and enforcement
  • Law enforcement professionals
  • Provincial and Territorial governments
  • Health partners
  • Tobacco control experts — domestic and international
  • Non-governmental organizations
  • Academics
  • Youth
  • Interested members of the tobacco and vaping industries

Health Canada will summarize submissions in a final report. However, comments will not be attributed to any specific individual or organization. The final report will be tabled in Parliament and will be made public on Canada.ca.
